European Union top diplomat Kaja Kallas is warning that Russia is using fear as a weapon to break Western resolve, arguing that any sign of hesitation in supporting Ukraine will only embolden Moscow. Speaking on the sidelines of the United Nations General Assembly, Kallas told Fox News Digital that Russia’s current tactics are designed to intimidate Europe into backing away from Kyiv. She insisted that falling for these threats would be a strategic mistake, noting that once intimidation begins to pay off, it typically spreads further across the globe.

For Kallas, this struggle is not merely a matter of contemporary geopolitics but a deeply personal battle rooted in her own family history. Born in Tallinn in 1977, she spent her early childhood under Soviet rule, but the trauma began long before her birth. Her mother was deported to Siberia as an infant during Stalin’s mass purges in 1949, enduring a freezing journey in a cattle car where fellow prisoners had to dry her diapers against their own skin for warmth. This ancestral memory of Soviet brutality informs her uncompromising stance today as she oversees the EU’s foreign affairs and security policy.

While some colleagues within NATO’s eastern flank suggest there is little evidence of an imminent conventional invasion of member states, Kallas remains focused on the rise of hybrid warfare. She pointed specifically to an increase in Russian sabotage operations across Europe as proof that Moscow is testing boundaries. In her view, the level of Russian aggression is directly tied to the strength of Western deterrence and investment in defense, suggesting that weakness invites provocation.

Addressing calls for a negotiated peace, Kallas dismissed Russia’s claims of wanting diplomacy unless they stop targeting civilians and agree to a genuine ceasefire. She argued that Vladimir Putin is simply playing games with the international community while continuing to bomb cities like Kyiv. According to Kallas, the only way to bring Russia back to the negotiating table seriously is through unified pressure from the United States, Britain, and Europe via coordinated sanctions that make it clear the West will not blink first.
