Norway seizes Russian ship over Ukraine’s $4.2bn Crimea claim

Norwegian authorities have seized the Professor Molchanov, a Russian state owned vessel, at the port of Barentsburg in the remote Arctic archipelago of Svalbard. The operation took place on Wednesday following a court order issued by the Nord Troms and Senja District Court earlier in the week. According to Svalbard Governor Lars Fause, who oversaw the enforcement action, the ship is currently prohibited from leaving its location. While passengers remaining on board are being managed separately by officials, the move marks a significant escalation in a long running legal battle over stolen assets.

The seizure was triggered by an application from Naftogaz, Ukraine’s state energy company, which is seeking billions in compensation for infrastructure Russia expropriated during the illegal annexation of Crimea in 2014. A tribunal at the Permanent Court of Arbitration in The Hague previously ruled that Moscow must pay for these losses, including gas fields and pipelines. With a principal debt estimated at 4.22 billion dollars, potentially rising to 5 billion once interest is included, Russia has steadfastly refused to settle the account.

Sergii Fedorenko, the acting CEO of Naftogaz, stated that Russia cannot avoid responsibility simply by ignoring international awards and described the seizure as a vital step toward justice. He emphasized that his company intends to continue hunting for Russian commercial property across the globe until the full amount is recovered. This specific action is part of a broader strategy involving about ten different jurisdictions, with similar asset seizures already taking place in France and Finland.

The incident adds tension to the unique geopolitical status of Svalbard, where Norway holds sovereignty but allows other nations like Russia to conduct commercial activities under a century old treaty. Barentsburg remains a key Russian coal mining hub within this framework. As of now, the Kremlin has remained silent on the matter, though the detention of a high profile cruise and research vessel underscores the growing pressure on Russian state assets abroad.
